Why exactly does Nintendo/TPC send cease and desists to fangames that make 0 money while allowing pokemon doujins that the creators actually sell and take comission for?

Because they draw attention away from the actual games and make people demand these kinds of upgrades while doujins and porn do none of that.

This really. Fangames kinda step on TPC/GF/Nintendo's territory while porn doesn't, so they're willing to let the latter slide. Plus I get the feeling that on rare occasions its because of them being threatened by a fangame, but thats really only with the super popular ones

The only time they've done that is if the memes get too bad or if the artist is monumentally retarded and tries to sell it as an actual book with all the legal fixins' like an ISBN number, or if an artist tries to pass off characters that are actual Pokémon as OCs that they legally own.
