Dragon/steel is a good type combination and only shared by Dialga, and it has the pseudo-legendary BST and good special move coverage coming from a decent SPA stat. However, while it fixes some of the issues with the base form by giving better typing and a second STAB type, it's still a slow bulky mon with access to only a subpar recovery move.
>>53241517As others have said, having it work like a combination of protect and a defense boost would make most sense if you don't want to give it evasion, as protect in PLA increases your evasion. It'd be very strong, but probably not OP since the Pokemon itself isn't super powerful and being able to boost your defense while avoiding a hit isn't game-breaking by itself.
