It may not have been directly stated (I'm sure you would find examples if you looked) but "2 whole regions" definitely implies an expectation of more playtime. Also the whole "Johto is supposed to be played slowly" cope relies entirely on thinking you'll take many weeks to beat the game.

Considering this method requires a program to make frame accurate button presses and even then it needs a few attempts to pull off, i'm not even sure it counts as an exploitable glitch; might as well input a gameshark code.

It's an unintended bug in development that can be exploited for a positive outcome by the player. What the fuck else is it supposed to be called?
You'd just append it as a TAS only exploit
