You can find Wooper in other regions, it wouldn't be "Johtonian", it would something like "Common Wooper"

as long as it hatches in the region it will be the common on in this region
say I breed a Kanto Meowth with another Kanto Meowth in Sun/Moon it -will- hatch into Alola Meowth. you need an everstone to keep the form

It's exactly called "Johtonian" as Johto was where we first encountered it.
Pikachu is in (almost) every region, same as Raichu and normal Raichu is called "Kantonian Raichu" to distinguish it from "Alolan Raichu" because that's where we, the playing audience, first encountered the fucking thing. Go huff paint elsewhere.

But that's wrong also, when they described regionalisations as "X pokémon but from Y region" in contrast to the original form's appearance (eg Alolan Vulpix to distinguish from Kantonian Vulpix).
They get to decide how they're described and presented and they have already established their naming conventions. I suggest you handle it better

We've been calling Pokémon by their region of origin since 2 decades now. Pikachu is a "Kantomon", just like Wooper is a "Johtomon".

It is though. If you go to the official site and filter by region, Wooper falls under "Johto".

Pokémon Home and every single official poll puts Wooper under Johto.

If it was a regional form, hatching a Wooper in Sinnoh would not result in a Johtonian Wooper

The real answer is separating each regional variant of certain pokemon by a specifically named scientific family like irl animals, but thats scientific stuff and really dumb for a family friendly monster collecting franchise, so its separated into Johtonian Wooper and Paldean Wooper for simplicity's sake.
