Some Pokemon don't want to train and evolve. Some just want to look for food, avoid predators, sleep, and socialize with others of their species. I don't know how you would evolve into a stronger version of yourself by simply existing.

Probably not enough food to support multiple Grovyle? Those groups probably consist of smaller Pokémon because it's easier to split food and everyone eats less. Larger mon probably leave these groups due to not getting enough to eat or maybe larger full evolved pokemon feel more independent so they just leave these groups.
