And they wanted Florges to be monotype, cuz it's supposed to sort of be the flagship Fairy Type in the same way Alakazam and Machamp are the flagship caricatures of their respective Types. Fairy Type was new. They were trying to create a pure 3 stage line that served as a perfect example of what Fairy Type is.
But also, the idea of Florges is it's a fairy who nourishes plants, but isn't itself a Grass Type. Its signature Ability is for assisting Grass Types, and if it was ITSELF a Grass Type and benefitted from its own ability, that would sorta diminish the altruistic and symbiotic theme of Florges they were going for.
