If I were to hazard a guess I'd say the slightly off-model sprites in Gen 2 (as well as the fact it was on a small screen) made some people misconstrue them as dogs, and the same stuck through the years despite actual logic
Sort of like how a lot of people just call all Glitchmons Missingno despite the fact they're all distinct

Technically Eevee is both, it's meant to basically be an amalgam of all sorts of small cute pet animals
Also apparently it was mostly based on an unidentified small brown mammal its creator saw as a young child when in the wilderness

Scrap the idea of calling them animals
The second syllable of all three of their names can be translated to king or monarch. This is also true for trio master Ho-oh.
Call the trio something like the Three Kings or the Emperors
