Also the plesiosaur influence is there but the horn and curly ears add detail while still looking like natural parts of a creature. The shell also makes it unique and conveys how it is a ridable Pokemon without making it look artificial.
If Lapras was designed today its shell would look like an actual chair or saddle and the ears would be literal handlebars.
