Unfottunately it ends up making it a one-trick pony offensive-wise abd means it lacks the capability to threaten steel-types despite multiple dex entries for the line mentioning it attacking other steel-types to get metal scraps. It does have a good utility movepool, though, so it's actually still a solid support mon that can hit hard with the hammer. IIRC in singles it's number 1 in UU (so just below the usage cutoff of the overused tier). Haven't heard of it in doubles but in theory the good defensive typing and utility movepool would make it potentially useful. All in all, it ends up being solid but not quite top tier.
Now, if it ever gets huge power, then it'll be an absolute terror.
