Gen 1 is piss easy with dumb AI and have terrible moves. Since OP picked Bulbasaur, the rival had a Charizard that often locks itself into Rage. Bug moves are super effective on poison types in gen 1. Onix is faster than most rock/ground types so it can actually take advantage of Fissure (not dependent on level in gen 1) and is more likely to land crits. It can also do Toxic/Bind spam.
