No matter how much you want to deny it the bond people form with their team has a large part in most people's playthroughs. It's why mons like Heatmor, Drampa, and Skarmory are rarely used, even if they aren't rare people aren't inclined to ditch an existing party member for a random one partway through the game unless the design ABSOLUTELY speaks to them or one of their members was filler anyways.

Braviary and Mandibuzz are rarer encounters because they're higher level than the average player's team when they get to the route on top of having low catch rated, making catching them risky on a first visit, or at the very least something you gotta go out of your way to do. A valid example would be something like Pawniard which is both found late and doesn't even hit the evo level until the ass end of the game making it debatable if Bisharp should've just been a single stage found in the same areas.
