TPCi has their fair share of script rewrites as well and uses one of the same exact fucking writers 4Kids had did from late Johto to the end of their run but he got promoted from a tertiary position under them (also nu-James/Meowth/Oak, James Cathcart).
His compares themselves point them out as most prevalent during Diamond & Pearl. The only difference is TPCi's idea of funny script changes were slang nonstop (count how many times Ash says "so psyched" in the 2006-2023 dub, you'll be drunk in no time, that almost never/rarely happened prior and never in the Japanese Version), and then there's the abomination of script rewrites TPCi did to the Team Rocket TRio (they don't even speak like humans in the current dub, nonstop alliterations and rhyming every other line, not in the Japanese Version or prior dub to even close to this degree).
I'd argue you're right, the 4Kids dub dialogue had some wit and sounded more like how actual people speak to each other: on a good day, TPCi's dub dialogue is a transliteration of the script with slang melded in- on a bad day, it's just full of babyish lines like "Try, try," "Coochy, coo" and Meowth's "Dig it" with alliterations, slang like "Raise the roof," etc. and just fucking awful.
TPCi made the script writing notably worse, everyone admits it with TRio at least even if we debate it elsewhere- but I would agree to argue 4Kids' was slightly better in that area.
