Babies were not a bad idea, they were just implemented badly. You should've randomly gotten more eggs from Mr. Pokémon than just Togepi and those eggs should've given you pokémon you couldn't catch early in the game, like Houndour. And of course, not having a baby for Miltank or Kangaskhan is just nonsense.
