They explicitly didn't test shit in Gen 7 because people complained that they banned too much in Gen 6. They even had a list of stuff that they were considering, which included Z-Crystals, Toxapex, and Battle Bond Greninja.

Sash is not a counter, it's hardly a check as sash is only good as lead since rocks is ubiquitous in gen 7
And not even scarf is safe since Lopunny usually carries STAB boosted +4 priority fake out or Quick attack.
