Generally, later games on a console have had better use of devtime and and improved final product because they aren't busy adapting to the console. Gen 2 and 3 are the exceptions, with GS's development being very weird according to most interviews, and RS getting lucky by not needing to change too much for the GBA

2 is better than 1, though generally speaking you're correct. Odd gens are better than even gens because they're more experimental. But they're also more controversial for the same reason.
