The problem is they're years behind the curve, due to only being required to dev for DS/3DS until 2015 (when they got their first Switch dev kit). that now they all have to go through the hard yards to learn how to do it (cheaper than sacking most the studio and re-hiring an entire new crop of devs, ignoring the actual brain drain on the series itself they would suffer as the newbies wouldn't have the experience with how pokémon should be and if you're paying oldfags to stick around and teach, better to just keep all the oldfags, let 'em learn and teach new guys as they get hired).
They're getting better. the problem is people suddenly expecting them to match the best in the business in such short time (or even think they need to match them at all) and forgetting the very nature of the games and who they're chiefly marketed towards guarantees they're never going to look like Real Life Simulator 2000K because that shit just doesn't work when trying to sell kids on a semi-realistic cartoony world featuring magical fantasy beasts with elemental magics.
