Johto is pretty forgettable so don't worry about it. Most people can tell you which area you can find slugma in Hoenn games but can't for Johto.

Others not so much.

The area you meet slugma and skarmory in Crystal are tiny.
In hoe you see Slugma in whole cavern systems and Skarmory is only slightly uncommon near Fallabor.

I don’t really recall many NPC trainers who had the Slugma line in Gen 2, and it appeared far less in Johto than it did it Hoenn, where at least it had a dedicated cave.

I started replaying SoulSilver recently, and after getting Slugma from Primo, I used it to kick the crap out of Silver's Bayleef and Bugsy's Scyther.
Probably won't keep it once I find a Magmar though.

Jhoto makes you think it's a legendary while in Hoenn it has a whole longass route with only Spinda and Spooink as the other mons.

One has an ability that makes it resist Ghost and an exclusive move that BTFOs Steel & water while the other has an ability that reduces super effective damage by 25% and has bloated stats.

Magcargo has none of that. And Rock being buffed would help but it wouldn't buff its stats.
