This is so incredibly fucked up. The only other way to get a shiny jirachi is either
A. Resetting WISHMKR Jirachi in Ruby/Sapphire
B. Having gotten the 2014 shiny Jirachi from a Japanese Pokemon Center event
So for anyone who wants a legit shiny Jirachi in current year would either need to buy a GBA, ruby/Sapphire (not emerald), the link cable, a gamecube/wii, and the colosseum bonus disc, or spend $4.99 to do this event in GO.
Why are people not more angry that rare Pokemon are being paywalled? Is this really the state of the franchise? Everyone bitched and moaned about the Poleball Plus Mew. Did people really just accept this shit?
