The real problem here is Sabresite, as you said the PP owner, does not want it public and is calling the shots, so Gridelin can't do anything even if he wanted, unless had a good enough reason to leak it anonymously.
ajxpk was interested in research-only type of person, likely would not care one way or another if it is public eventually. His account has since been deleted, having "retired" from Pokemon stuff. Dead end either way.
Deoxyz also "retired" and dropped off the grid not long after the PCNY was obtained by PP, no one knows how to contact him anymore, but since his old posts show him having put a lot of effort into leaking a lot of event roms, saves and pokemon files, I'd assume he also would want to share the data, but since he's not around anymore, another dead end.
I think some other people have it. This guy UndeadxReality, who has after the fact gotten involved with PP event research. He may be of help, I don't know, depends on "loyalty" to Sabresite.
The owner of
Digiex.net, Insane Nutter, may also have it privately until allowed to share it. Probably wouldn't share it before then.
