H-Growlith/Arcanune require a diet of Leppa/Tamato berries, Parasect shrooms and Stantler meat which both likely went extinct in Sinnoh.
As for Stantler they don't evolve if not tutored Psyshield Bash (the humans having forgottenthe technique to teach it).
Ursaring evolutions are the problem.
The destruction and drying out of bogs likely wiped out most of the peat in the soil meaning they can't munch on it to evolve (peat soil is formed from decaying plants in swamps).
