It's an ancient ancestor of Suicune, and the Pokemon that died in the fire were the beasts as they exist today - Ho-oh only ressurected them, and didn't change their forms.

Walking Wake was good friends with Ho-oh 6 billion years ago. Helped Ho-oh with his drinking problem and depression. and Ho-oh wanted to pay tribute to him by making one of his creations into Walking Wake’s likeness.

The Pokedex explains that they found Walking Wake's corpse in the Johto tower ruins. It's the Pokemon Ho-oh revived as Suicune.

Most of the Paradox Pokemon are references to cryptids/alien sightings/ect that you'd find in cheap tabloids. Paradox Suicune is a parody of New Nessie, where they fished up a corpse that was mutiliated beyond recognition and thought it was a dinosaur.

I don't think they care about lore anymore anon. Pokemon Legends Ho-oh is probably gonna dig a deeper hole. In fact, the ONLY thing they can use to get out of this mess is say "oh well you see, multiverse". But considering how inept this team is now, I doubt they even remember they brought that up in Omega/Alpha. In terms of continuity, everything post XY can just be considered a new/seperate universe really.
