Critical hits being determined by speed was a good mechanic they just needed to balance it

It should have been inversely tied to speed. Slower Pokémon have a better chance to crit.

That's why speed itself needed a rebalance too
Simplest way is just give all Pokemon more HP across the board like 50% or something

I've always thought that it should be balenced something like this:
>higher the speed=higher chance the crit
>lower speed=lower damage received from crits
Crit damage is already its own thing in gen1 (as in it doesn't take in to affect stats boosts).
