Psychic types are meant to be one of the 'strong types' in the games.
Dark type was part of the E4 because it could beat Psychic types.

Kahuna's were more or less treated like a psuedo-Elite 4 that weren't exactly Gym leaders counterparts since the Totems took that role.

The Pokemon League doesn't trust them to go easy on gym challengers. That's why they could only take the role of E4, since they don't have to hold back as an E4.

It's also why the only region with proper Dark-type Gym Leaders is Galar, where the Gym Leaders canonically are ranked by strength and are supposed to filter out League Challengers by fighting them with all they have.

If you go with the : "League members are the government/police/military." Then dark type specialists pf a certain rank are key in anti ghost and anti psychic measures so it makes sense they work from the league headquarters.

Ice levels have a history of being towards the end of all video games. I think it's because ice has a lot more potential for hazardous environments, and also because they tend to take place on high mountains, which usually take a while to climb.
I personally always liked how ice levels came late. They were always comfier. It certainly made the ice type more exotic

I’d like to see a game to start in a colder area with the early route mons being ice types that are ‘early route shitmon’ weak in their first stage, get decent in their middle stage, and then evolve late (say, around lvl45) into a good late game mon.
