Gen 1-2 have stat EXP instead of EV’s meaning you could max out all your stats. Also natures didn’t exist so none of of your stats got lowered, this means mixed attacking was encouraged or at least easier. In Gen 1 in particular it even had a special of 100.
Gen 2 probably the “worst” nerf it got wikce the special split left it with 60 special attack but it was still a good option, especially in Game since you get a free one at level 30.
And even in Gen 3, it got dragon dance a set up move so good that it was able to run physical sets without water moves just fine.
