Inferanape was the shillmon, they didn't wat Empoleon to be too good. Though they didn'g actively hate Empoleon like they did other starters which is why its allowed to be as good as it is currently.

swap the atk and sp-atk
and it would have been great it has a great physical movepool and stab aqua jet coming off a 111 atk stat
plus defiant pretty much stopping intimidators back then
they did my starter dirty especially when they made it sound like shit gen 6 onwards
in gens 4-5 it sounded badass
