A. They are capable of consent, and have a proven intelligence that supports this assumption i.e Harkness test
B. They personally are consenting (want to have sex without external coercion), and of sexual maturity for their species
C. They are of a compatible size and physiology such that sex will both be pleasurable and non-harmful for both participants (i.e a 30cm Pikachu or 20ft Gyrados would be decidedly... challenging to engage with in any form of sexual activity for the average human, as would any with incompatible sexual organs, or pain-inducing qualities like being made of fire or ice)
D. Are physically appealing and reasonably likeable personality-wise
Then I wouldn't see the harm in it.
Some would be quite pleasant, I've no doubt.
One would raise the question as to how interested in humans many Pokémon would be, considering the rather large difference in physiology between many of them and the human form - similar to how most humans now are not attracted to animals.
Presumably attraction would largely be restricted to bipedal, human-esque shapes such as Gardevoir, Machamp, maybe a few of the furrybait designs.
