Why AREN’T more pokemon considered “babies”?

Why can teddiursa breed? Why can any of the caterpillar pokemon breed? Why do only some of the first stage mons belong to the categorization of “baby pokemon” when plenty of others seem equally babyish for their respective species?

The weird part is that the egg is sometimes bigger than the tiny pokemon that laid it.

Like, how do you lay something that is roughly the same size or bigger than you?

pokemon eggs are purely a game mechanic, in universe they just give birth the same way as the animal they're based on (if they are organic)

The eggs aren't laid, they're made. The Pokemon gathers sticks, leaves, etc and plasters it together with mud to create a nest that resembles an egg. This is canon btw
