There's also the lore that emerged in Gen 2 that Johto was more traditionalist to Kanto's more modern environments, but you forgot your pills last night, so of course you forgot that too.
Still, at least this gives them a reason to remake Kanto again, only with a 1:1 recreation of Actual Kanto.

It's also because the area gen 1 is based on in particular is mostly Tokyo and other surrounding urban areas like Yokohama. So it's mostly pretty generic-looking urban area that kind of ends up looking the same everywhere in the world. Gen 2 has more obviously Japanese influences like multiple pagodas because it's based on the area that contains Kyoto, the historical capital with tons of old buildings, and is in general less built up so there are more traditional Japanese towns. Goldenrod, which is based on Osaka, notably lacks any overtly Japanese elements because it's another place that's in real life is mostly generic high rise buildings and skyscrapers that wouldn't look much different if it was in USA or Europe.

Exactly what about Kanto isn't Japanese? Is it because it's full of modern buildings instead of wooden houses? Kanto just looks like urban Japan, because it literally is.
