They were still selling their games at ~$50 at that stage and knew they could get away with rehashes still (USM even being the highest-selling of all the rehash versions, BW2 included, and was released in 2017, fully 4 years after being asked about DLC)
You should have realised when they moved to Switch rehashes were dead, as they wouldn't be able to get away with selling rehash-tier games (ie - last year's game with minor edits and additions) for $60. And with their death came a change in how GF develop, as they're actually planning content to be experienced after the game instead of planning a few minor areas to slightly change how the story of the Gen gets old. And you'd understnd this if you actully bothered to read articles concerning this shit, instead of reading the /vp/ digest of it.
