Which sounds good, but actually completely ruins the symbiotic, altruistic theme they were going for. The whole point of Florges is that it helps plants grow. If it WAS a Grass Type then it wouldn't be symbiotic, it would just be self-benefitting. Florges is supposed to be a fairy who works in harmony with mother nature, it's supposed to fill a symbiotic role in the ecosystem
Also Fairy Type was new, and they wanted a pure representation of the Type like how Machamp and Alakazam are pure representations of their Types. If Florges were part Grass, players who are just trying to figure out what Fairy Type even is might get the wrong idea that Fairy is weak to Ice attacks for example. It had to be monotype
