The only thing that references Napoleon is their name, which was chosen because it's an "emperor penguin" and Napoleon fits the design more than a Caesar or some other emperor. Their fancy patterns might remind you of Napoleon's attire but he wasn't the only noble who used a coat or neckwear- you wouldn't even see the connection without the name.

You can literally see it grow when it plants it in the ground, and if the anime is any indication, it keeps the drumsticks in it's grass-leaf sleeves.
I don't even like Rillaboom but all of the argument about how it's "so impractical" never made any fucking sense to me, it's a fucking herbomancer monkey in the same universe where spoons can be formed out of psychic energy.
