Because he’s running out of ideas and got worse at design. Or fell for the two-tone meme that other anime designers had been doing. He doesn’t know how to make a distinctive design without adding multi-colored hair anymore. Shauna has a unique silhouette, but with Nemona and Roy he drew the most generic looking brown people then added a random splash of color to their bangs

He used Shauna during XY. Then switched to Plumeria for SM and once Guzma showed up in the anime he changed it to be both of them. He kept it at those two until Nemona since he didn't design anyone for SWSH.
