The very fact that they bother hiring artists to try and make characters and creatures is proof that proportions need to feel right, otherwise the game would just be composed of Picasso-esque geometric marks that float in the battle field.
"Subjective" exists only as a coping mechansm for those who are upset people are being mean to things they like, we have real parameters of visual design that strand true, Inteleon just happens to fail them.
And no Pokemon has worse proportions than Inteleon, you are out of your mind on that note. Even something like Pheromosa, who is trying to be alien and creepy, still feels more natural than whatever the fuck happened here.
Machamp's flesh speedo is weird but ultimately just funny and gets away thru absurdist comedy, while Inteleon's humanoid markings serve in bringing to light how ugly and uncanny the whole package is, with no humor behind it.
Inteleon's problem are not individual colors, but their combination. The eye-searing dark blue combined with the light blue is tacky, and the way it uses black on the disgusting hands to make it look like fucking gloves, along with the way it splatters on it's legs front making them look even skinnier is abysmal.
