Luxray might be a shitmon, but it's easily gimped by lack of worthwhile physical electric moves.

Recoil moves have notoriously only been used by those willing to make hail mary choices, and most 'mons that HAVE recoil moves already have worthwhile substitute moves at their disposal so that they aren't locked into those particular moves. If you have no other good option other than to use a recoil move, your pokemon is shit.
