Like in the vague Gen 1 sprites you can kind of imagine they're literally made out of fire/ice/lightning just because of how low-detail they are + the kind of monochrome coloring they get in Yellow or on SGB, but then as soon as they're depicted in anime/the standard Sugimori style they just look kind of plastic and lame. Articuno probably looks the best but it's still more like a generic blue fantasy bird than actually feeling representative of its element.
I'm sure there's some fanart out there that depicts them better but on the whole it's like their concepts are better than their designs/official art.
