Shedinja, it kinda depends.
You want it on something that would make it have only one weakness, so something like Slaking would make it Normal/Ghost and only weak to Dark.
Actually Scizor would make a pretty good fusion since not only would it have only one weakness in Fire, but it'd be immune to both Toxic and Sandstorm, so that's two less hazards it'd have to deal with.
