Imagine Johto without Baby Pokémon, Fans hated how Gen 2 had too many “wasn’t cute enough”, how Pokémon was becoming too “grown up”, and how “Johto was too independent from Kanto”, so using coveted dex space on weaker babyish forms of Gen 1 Pokemon was a logical choice to balance things out.
Besides imagine what we could have ended up with instead of baby Pokémon? Probably something lame like a swarm form for Unown or some dumb overpowered special snowflake battle gimmick for the Johto starters. Who would want that?
