The whole "Leon is evil rigging matches" theory tine was kind of weird, but I do think a direct evil team vs weak champion and league story could be interesting, my ideas:
>league of [region] has rules in place stating only trainers age 10-18 can actually become champion, meant to encourage early competition and keep the position changing
>past champion was in for years when nobody could beat him, eventually wanting to just quit and get out
>this lead to a loss to current champion, who was less than excellent in battle
>older trainers feel robbed, as they didn't have a chance to get in but some random kid did
>fast forward to present, team of older trainers harassing people around the region, trying to get champ's attention to beat him in battle
>eventually player beats the team leader, then the champion, leading to disbanding because there isn't a league they could beat now even if they had the opportunity
It would need more detail to be a full plot, but remixing some ideas from Guzma, Plasma, and Galar theories works pretty well IMO.
