Some parts of her anatomy are likely intended to make her seem more cartoony and pokemonish. Namely, her excessively round head, exaggerated eyes, undetailed hands, and lack of a discernible wrist area. In a different series, she may have been designed without these traits. Her head might be more angular, but still feminine. Similarly, her eyes might be large and feminine, but not to the point of looking cartoonish. She would probably have wrists, and you would probably be able to better see her thumbs and finger joints, like you can in some of the more detailed official Pokemon art.
And of course, her design would probably lack the elegant simplicity which many Pokemon designs excel at.
