Noooooooo Volt Tackle has to only be available for our favorite shitmon! We have to keep Fusion Bolt exclusive to Zekrom despite it having a stronger electric signature move! We can't let anything besides a couple of shitmons get Zing Zap because..... we just can't ok! Modern mythical Pokemon have to get signature moves so Plasma Fists is also not available! Why are they like this? Are they afraid Luxray will somehow dominate the meta if it gets a reliable no recoil STAB above 70 power?
