I'd definitely say that Gen 3 Wattson is fairly hard unless you chose Mudkip because that Magneton/Manectric combo is nasty. Assuming to get to Magneton without getting paralyzed/confused, a lot of Pokemon in gen 3 just don't have the stats or coverage to really deal with it at that level, and those that can can't usually one-shot it, so it can paralyze you, confuse you, and hit you with perfect accuracy Shock Waves. And even if you get past that, Manectric, while not being as hard to deal with, is still pretty damn fast and hits pretty damn hard. It's not the hardest fight in Emerald (Tate and Liza are much harder and Flannery can be a nightmare because unless you picked up Pelipper or chose Mudkip not a lot can really dent the Torkoal), but it's certainly a big jump in difficulty
That being said ORAS Wattson is a pushover because they hand you Bulldoze right before the gym and you get enough stuff that can learn it to beat him.

That being said he's probably the easiest gym leader in the RSE midgame by sole virtue of Protect basically fucking him in the ass and you having access to good Fighting types by that point
