Dialga and Palkia try to copy its power(thus the form) and thus both are seen as the true Arceus(and called シンオウ, or almighty Sinnoh) resulting in both Diamond and Pearl clans who both think they're right.
PLA happens and they find out neither is right. Giratina is hidden, which results in Eterna statue being a mix of both(which is the case even in bdsp), but not giratina. Also, in Cyrus thinking Dialga and Palkia held the entirety of Arceus power in platinum.
That's it really, Giratina doesn't like Arceus so it doesn't really have a reason to copy it.
