Modern Poke Balls are confirmed to electronic, since Aether Paradise had a jamming signal that prevents empty Poke Balls from being used (to prevent people from capturing the wild Pokemon preserved there). And the Paradise Protection Protocol disabling all Poke Balls not owned by Sada/Turo.

The ones in Legends were made from Apricorns, but modern ones are tech.
