I was gonna say Machamp, but I finally could use one thanks to Legends Arceus. I would say Jinx, but again, I did use Smoochum in Silver and it evolved.

I think at this point the only ones I have never used for an extended period of time (as in, a good chunk of a playthrough or when messing around after the game is done) are Ditto and Chansey.

Chansey I just never really bothered with and Ditto seems cool but completely inefficient.

All of the trade evos, the girly ones, amd a few more.
Clafairy, jiggypuff, chancy, jinx, i used one eveelution once and never bother again I forgot which one, dragonite, mew.
Other than these I think Ive used about all them in one od my playthroughs somewhere.

I've used all the others in playthroughs thoroughout the past 25ish years. I have a Clefable for battle tower but I've used it like once or twice.

That's a lot more than I thought. And the only time I'd even think to use most of these is if I'm playing an early gen game. Power creep + more Pokemon with gimmicks and signature abilities/moves are a hell of a drug.
