Also I'd argue it works the other way, how good a type is offensively depends on how many mons weak to the type are good in the tier and how prevalent they are.
Like, grass might look shit on paper with seven resists post gen1 but it hits TTar and bulky waters, including pert, so it's good enough an option for a good third of the tier to consider running HP grass
