Moltres, Zapdos, Articuno, Raikou, Entei, Suicune, Lugia, Ho-Oh, Regirock, Regice, Registeel, Groudon, Kyogre, etc etc etc were all available before postgame in their debut games. It's literally just Mewtwo, the Latis, and event mons that were postgame-only.
