Really the Anime dub peaked in Seasons 2 & 3, the Seasons to keep the most Japanese OST was also late Orange Islands to early Johto (Johto Journeys) save BWS1/14, and generally where the VAs were at their best. Translation was better than a lot of Season 1, as well. Later 4Kids is a mixed bag because they do a WAY better job at script writing than early 4Kids in terms of not making nearly as many errors, but the music replacing never gets even close to as bad as TPCi's XY-JN, though is a bit much later in the Anime so there's pros and cons to both Eras of their dub.
I'd still say he did better than Cathcart does nowadays at it (TPCi has the same writer as the late Johto-AG dub from 4Kids onward, only he's much worse than he was under 4Kids since the switch).
