Strong, battle-loving, inspiring and cool dude that is loved by audience and is willing to step in when there is need to defend his region is material for Chad character, but problem is that we never saw him doing anything substantial. Show not tell - Leon should have few moments where we actually SEE him taking down a thought opponent. It also does not help how oblivious he was to Rose going full retard, which made him look even worse.
Hell - Going against Rose would be nice character development for Leon and cementing moment for Rose as actual threat if he would somehow proceed despite Leon's presence.
I'm not even mad about Charizard because it is iconic Pokemon that fits well this kind of character. It's a mascot Pokemon for easily impressed boys that still looks kinda menacing and strong.
