Because they bring out the best in each other. Misty can push Ash to always develop and improve his battle skills even though Ash is a champion. Likewise Ash can do the same to make Misty improve as a leader. Character wise they have some of the funnest interactions off one another and compliment each other really well. All that being said I think >>53459731 is correct and no one wins. Ash just goes off into the sunset with Pikachu embracing what new adventures await.
