"World adventures" only works if the show has a good grasp on different areas; but Pokemon's world is actually incredibly vague(most of it is visual landmarks). And the likelihood of actually caring to setup regions in that sense is almost nill.
And at that point its just nonsense setting building, its trash that will realistically just dilute what little setting this crap will actually have.
The stooges thing is relevant because it shows how much they care about retaining random shit that the anime has done, this isn't some grand breakout realistically. And JN is really bad, so it doing this gives me little hope get it?
Team Rocket as a concept were only relevant in terms of the stooges thing, as while the anime did fiddle with some concepts they never lead to anything. So them having a more concrete boss is sorta irrelevant as long as they serve the "proper" purpose of being an easy to pull hazard.
